Has a whole state ever been declared a disaster area?

Iowa Disaster List

This is the current list of counties that have been declared disaster areas. In all, 55 of the 99 Iowa counties are on the list. How Grundy County didn’t make the cut, I don’t know.

Correction: An article in the Quad City Times states that Gov. Culver declared all 99 counties as disaster areas in March 2007 due to a blizzard. Still, 55 counties from flooding is pretty ridiculous.
